Two ways to create a confirmation-code

I've seen, that the current beta of ASP.NET Identity 2.0 implements two ways for creating a confirmation code: For the purpose of confirming the email-adress, it creates an encrypted string, for the purpose of confirming the phone-number as well as for two-factor authentication it creates a shorter code using RFC 6238.

What is the reason for thouse two ways, to create a code?
