Extension method CreateIdentity is not generic and so cannot have type arguments error

I was trying to create a vb.net application that uses integers for the identity primary keys. I have one design time error:
Extension method 'Public Function CreateIdentity(user As TUser, authenticationType As String) As System.Security.Claims.ClaimsIdentity' defined in 'Microsoft.AspNet.Identity.UserManagerExtensions' is not generic (or has no free type parameters) and so cannot have type arguments.
Here is the line of code in question:
Dim userIdentity = manager.CreateIdentity(Of ApplicationUser, Integer)(Me, DefaultAuthenticationTypes.ApplicationCookie)
I was sure that I was just missing something simple, so I downloaded the ChangePK sample app and converted the necessary parts to vb.net and still have the same error.

No autocomplete suggestions are shown for the "Of type" UserManagerExtensions. I compared my project's references to those of ChangePK and they match. My vb.net Imports statements match the c# using statements.

I'm not sure what I'm missing here. Any help would be appreciated.
